I think I may have seen it, or at least part of it. It also just sounds like a film. I think if it was an interview or something it would sound a lot clearer.

Thanks Al, you're the bestest. It turns out that I'm an idiot. I'm sure I saw a film once where it was about reggae music and all the stuff that Peter Tosh here is talking about. Do you remember that TV series that the BBC did called "I Love the 19xx's"? It was after one of those where they broadcast a film from that particular year.
